Library Approved:
Finksburg
will get the new library that's been in the works for months. The Carroll County Commissioners on May 18th
approved the purchase of 10.7 acres near Sandy Mount Park for a library branch
and headquarters. Work on designing the
$3.5 million project will now begin.
The county will pay $412 thousand for the land on the old Vogt's Auto
Parts lot. The new library should be
complete by late next year. It will be
ten thousand square feet within a 14 thousand square foot headquarters.
County Planning Chief To Attend:
Carroll
County Planning Director Steve Horn is scheduled to appear at our next general
membership meeting. Horn will answer questions regarding the revised
concurrency management plan recently adopted. Horn will update our membership and community on
the proposed Finksburg Corridor Plan that was presented earlier this year and
is still being considered by the Board of County Commissioners. Horn will also
be giving us information on plans for revising the county’s Master Plan. If you have questions about the county’s
future growth this is a great opportunity to get those questions answered.

Concurrency Management Plan Adopted:
Carroll County
Commissioners approved a revised adequate facilities law last month that they
say will require developers to meet more stringent standards before they can go
ahead with big construction projects.
The new law spells out a three-tiered category of standards to measure
the capacities of schools, roads, emergency services and water and sewer services. As part of the new regulations, projected
enrollment of 109-percent or less of school capacity would be the new threshold
for approving a new development. The
commissioners stood by their pledge to control growth in the county. Meanwhile, developers predicted the revised
law would slow home construction resulting in fewer homes for buyers.
Speeding Traffic Monitored At Route 91:
Carroll County
Sheriff’s deputies set up speeding monitors at Route 91 near the Francis Scott
Key Golf Club last month and several vehicles were stopped for speeding. Thanks to John Lopez for asking Sheriff Ken
Tregoning at the last general membership meeting to help out help out with
speeding cars and trucks along that dangerous stretch of road. Another example of how you can improve your
neighborhood by speaking out!
Commissioners Reject Development Request:
A request by a
Finksburg couple to move forward on their housing project in Jason Acres was
denied by County Commissioners last month.
Ronald and Laura Abbott were seeking an exemption to the county's yearlong
freeze on development. They claimed
they had an economic hardship and wanted to subdivide their 65-acre property
into ten lots and distribute four lots to their siblings. The county planning director recommended
denial saying the development would cause overcrowding at a local middle
school.
County Budget Hearing:
Fifty people attended and a dozen or so spoke at a public hearing May 11th on the proposed Carroll County operating budget for next year. Volunteer firefighters asked county commissioners to fund a program that pays for their physicals each year. They said a lack of funding could hurt the physicals program. The proposed $260.7 million budget is 6.5 percent more than what the county is spending this year. It includes increased fees for sewer and water, affecting more than ten thousand residents, none of whom live in Finksburg. Most of the increase in the proposed spending plan goes to schools, the sheriff's department, detention center and road repairs. Money for a proposed Finksburg library is also in there. The commissioners are expected to approve the budget May 25th.
